NHS should focus on outcomes, not targets

While accompanying the Shadow Health Minister on a visit to the Royal Bolton Hospital, Deborah Dunleavy, Bolton North East's Conservative parliamentary candidate, tells us the NHS's emphasis on targets does not give doctors the freedom to do what is best for the patient.
